Remote Firewall Blocking IE

I am unable to open internet explorer on my computer and when I run Windows Diagnostics it tells me that Windows confirmed that "Web Proxy" is currently online but is not responding to connection attempts at this time. "This usually means that a firewall is running somewhere between the two computers and is blocking "8100." Windows has confirmed that Windows Firewall on this computer is correctly configured to allow this connection. However, a remote firewall might be blocking your connection." I have tried to contact my internet service provider but they are unaware of any such firewall. Any thoughts would be greatly appreciated.

Did you open Windows Firewall, go to exceptions, add port and enter 8100 in the box? I believe you have to do that. I don't see any reason why your ISP would block that port.
