Remote Desktop Lost

A remote computer has suddenly stopped being able to access my host (after 3 years). It gets the "busy" error message. When we try to follow the trouble shooting advise and got to Start, Control Panel, Accessories, Communication, there is no "Remote Desktop Connection". There is a networking Wizard, but we're affraid to try it since it isn't what Microsoft says should be there. Both computers have been kept up to date with XP downloads; I've checked the Host and the Firewall is properly set per Microsoft recommendation. What is wrong?

Disable the firewall and re-test it. Uninstall Norton or any Symantec product if it's there.

Firewall is set per MS instructions for Remote desktop. We have McAfee anti-virus but it has never been an issue. When we try yo follow MS advice on re-setting up Client (http://support.microsoft.com/kb/315328/en-us) , we get to Step 3 "Click Start, point to All Programs, point to Accessories, point to Communications, and then click Remote Desktop Connection.", but there is no Remote Desktop Connection to click on. When we try to download software from MS website, it says software already exists and doesn't allow us to download. Still at a loss.
