Can someone familiar with VNC (Remote access software) tell me how one can access a remote PC via the internet where both the ISP internet IP address and the local IP address (Behind the router: 192.XXX.X.X) is required. I'm assuming both need to be plugged into the VNC viewer.

No, they do not need to both be "plugged in" (i.e. input) into VNC. You only need to enter the Public IP address - the one you get from your ISP which is the public IP for the router.

But, you do need to set up port forwarding in the router. You will need to know which port VNC is using - it is probably configurable, but I use Remote Desktop so I can't comment on it.

But, lets say that the Router's external IP is 123.456.789.1 and the internal IP of the computer you want to connect to is 192.168.1.100 and the port that VNC is using is port 8080. Then, in your router settings you need to find the page to set up port forwarding (this can be called something else like virtual servers). You would forward port 8080 from the external IP to the internal IP as stated above. You may have the option to also choose UDP or TCPIP. You probably want TCPIP, but again I am not familiar with VNC.

A search on Google for VNC Port Forwarding brings up a lot of good resources. It looks as if the port depends on the version of VNC you are using. So try doing a search of the specific version you are using and "port forwarding".

By default, VNC uses port 5900 or 5800 over HTTP. Do what Michael has suggested but substitute 8080 for 5900.

There are also a number of other options to remotely access sytems without having to even enter IP addresses into the mix. For example I use a free program called Logmein with my customers; all you have to do is go through their website (logmein.com). Other programs exist as well
