Receiving Wrong IP Address

I have machines on my network that are receivng the wrong ip addresses. The naming convention for my ip's are 192.168.1 but all of the new machines and some of the ones that already exist on my network are recieving ip's 192.168.0. I have tried to release/flushdns/renew the ip's but they still come back with the same ip's. I have checked my dhcp server and it shows to be issuing the correct range. Please help this is so frustrating.

Then there is another dhcp making offers. Might use wireshark to see the ip and then trace it.
