I using windows 2000 server.I shared a folder/files, which set the share permissions -> read only. But i dont want the user copy the file, it is possible?

No way you can share the folder and set those permission. These either read or write.
If those files are text file, what you can do is do not share that drive and convert that machine to a web server and using java to read the text file convert to a java applet. If the user intend to copy, he/her have to manually retype the whole thing word by word.
