Question about IIS ftp server

Is it true that in order to use ftp on win2000 pro computer that in order for users out on the internet to gain access to ones ftp server the ftp server has to have dns installed and running and that if don't they will have to connect to the ftp server by the servers IP address like ftp://192.168.1.100.

No - the host name/domain and IP have to be in the Internet DNS not your local DNS. If you are talking about a home setup and you don't want to pay extra to your ISP for a domain name and static IP, you are stuck with connecting by IP address.

If connecting over the internet you have to use a valid public ip address, using a private ip address of 192.168.1x will not work, as that is a reserved net ip for private use. Any public ip would have to rented from an isp, (static ip).

you either have to conenct via ip address or use a free DNS service. I use no-ip.com. Users can either connect to my sites through my IP address or myname.noip.com.
