Hello, for explantation reasons I will simplify the problem. I have 2 computers, 1 computer is a web server with no USB ports, the other has usb ports.
The problem: I have satelite internet which comes through USB, I can connect to the 1 machine and use win2k ICS and a program I downloaded to redirect port 80 to the private IP of the webserver.
This works, but this doesn't work. It does go to the webserver, but the webserver displays activeX components and uses some other security features. Dor some reason these don't load. Perhaps other ports need to be redirected?! Not sure. I have tried redirecting most HTTP related ports (443, etc.) to the webserver as well, and slight differences happen. Still no luck in getting the entire thing to work correctly.
Are there any other ways of doing what needs to be done here?

It sounds to me like you need a good proxy server program like Sygate. From my experience, I've found ICS to be ok for simple sharing of the internet...but if you need to do anything more, you'll require a real proxy program.
