Here is what i'm looking to do:
I would like to set up my PC at home as my own personal Proxy Server to use while I am at work to browse the web. How would I go about setting something like this up?

Correct me if I'm wrong....
You want to access your home PC from work and then access the internet via the home PC once you've connected to it?
If this is correct I have only one question.......how do you plan on accessing your home PC from work to begin with?

Basically i want to use my home computer to act as a a server so i can use it to gain access to sites i can't view at work such as email.
does that make sense?

Sounds like what you want to do is set up a VPN connection from work to home. There are a number of programs you can use. I use a free program called Ultra VNC to be able to access my home PC from work. You can check it out at http://ultravnc.sourceforge.net/.

I work in IT and I mention it because if there is a company policy against going to sites like "email" (I'm not going to ask, but I'll wager I can guess what 'other' sites you can't reach from work) and you circumvent the policy by VPN'ing to your PC at home and then access those sites from there you are still circumventing their policy and if caught, can be fired.
You need to keep mind that when you're at work, you're expected to use their PC for work. Since they own the PC and allow you to use it for work, at work, they are also allowed to dictate it's useage. If you don't like it, you can always get another job somewhere else right. In the mean time, I wouldn't attempt what you're talking about as it will likely not go well with the company who employs you. Not only could you get fired but circumventing company PC usage policy can also be considered hacking. Hacking is no joke anymore and if you get caught, you could not only find yourself unemployed, but imprisoned as well.
If web based email like hotmail is the only thing you really need to get to while at work, and the email you wish to get to is work related, the IT dept might be willing to accomodate you.
I'd be willing to bet cash money the email isn't work related. I'd also bet cash money none of the 'other' sites you want to get at are either. If your business was legitimate, you wouldn't be asking in here about bypassing security in the workplace, you'd be talking to your IT department about your needs.
You need to understand that the total time wasted while users 'surf' the web and access non-work related email....all while at work......over the course of a year can total to quite a few man-hours of lost work. You, and all the other employee's are there to work. The reason usage policies have come into being is because so many people goof off and waste countless man hours doing nothing that productivity for an entire company can fall off to the tune of millions of dollars a year.
This is why most every company has strict usage policies and enforce them vigorously. If nobody's been fired where you work for misusing a work PC, well, you don't want to be the example for the rest of the company because trust me, they do monitor, they will check and in the end, you WILL get caught.

I'm sure that he didn't want to hear that long lecture as true as it may be. Najitech had the correct answer, a VPN.

well your lucky u can even right click. My school laptops block that feature. They just updated the proxy to block almost every single website except for google and MSN. I got caught last year using REMOTE ADMINISTRATOR to bypass their restrictions. I also used KAIN to boot the network admin password so that I could make my own seperate account on a different DOMAIN. I spent 5 days in out of school suspension for "hacking, inproper usage of computers, and improper use of the internet." I hope you benefit by reading this. Im not saying don't do it or do it either. Im just saying you can make up your own mind. You can also just try a proxy if all you want to access is your email. Go to google and search START USING CGIPROXY *remember they can trace that though*
