Im trying to host a game server. but when i start the server, the ip can not be allocated. the problem is not firewall, because i have none. i have also tried all fireall opening tips. the usual windows firewall port opening is not the issue here.

one thing i noticed is that when i try a portscan, NO ports are open. but when i start bitcomet, it will automatically OPEN the port it is using and it stays as long as it runs, but i cant use that for my server as i get in-use error.

so how can bitcomet manage to open the port? can i make a batch file to open a port like that?

Do you have a router? If you doo, have you configure the router to allow the game server?

You can write a batch file to open ports on the Windows Firewall:

netsh firewall add portopening tcp/udp portnumber name

Just change the italics to reflect the protocol, port number and name that you need.
