Problem With Internet Connection

System has a SBC DSL internet connection connect through Ethernet card. Internet address is a dynamic address. However I had the same problem when I was on dialup. System also has a wireless local internet but the wireless is NOT connected to the internet. This problem happened before the wireless was installed.
The problem I have is after a short time (varies from time to time) the system will delay for over 30 seconds (some times it even longer) before it makes a connection to a link I click on or a new website. When this happens I can watch the DSL modem Activity LED and it will not light.
This problem occurs with both IE6 and Mozilla Firefox.
It appears the system is just setting there doing nothing during this delay.
