I have asked people to help me MANY times and nothing has worked. This is all I have done.
I have a crossover cable going through the computers, both the computers' Network cards have the 'connected' light on. In the LAN settings i have:
Client for Microsoft Networks File Printer and Sharing for Microsoft Networks Internet Protocol (TCP/IP)
On Comp. 1 the IP is 192.168.11.1 On Comp. 2 the IP is 192.168.11.2 Both of the computers have the subnet mask of 255.255.255.0
I have looked under the device manager and the network cards are working properly.
Both computers are in a Workgroup called .. Workgroup (lol).

Have you tried enabling a file sharing protocol? Like NetBEUI, so that they have a file sharing protocol to use. TCP/IP by itself is not a file sharing protocol, just a communications protocol. NetBEUI over TCP/IP would be, but would be slow compared to NetBEUI.

Nope, didn't change it still the same.
I tried pinging again from 11.1 to 11.2 and it came back with
Request Timed Out Request Timed Out Request Timed Out
On 11.2 I tried pinging 11.1 from 11.2 same response.
On 11.1 I can see a 'ghost' of the other computer, but when I access it, it says
\\Ling (which is 11.2) is not accessible. The Network path was not found.
