Problem Accessing Internet

There seems to be a problem with my router. I have cable internet, and when I just plug my ethernet right into the cable modem the internet works fine. When I try to use the router (because i have 2 pcs) it cannot connect. It says limited or no connectivity. I was getting a message the other day on my second pc, the one that is connected through a wireless usb adapter saying, There is an IP Conflict with another computer on the network, and i did some searching and found that it could be due to a neighbour setting up a network and interfering. But now i cannot even access my router through 192.168.0.1, it just says Internet Explorer could not open the page. What would I do in this situation. I cannot access my router to change the settings which I suspect is causing the problem.

Try to access the router though a wired connection, not wireless.

ive tried with a wired connection it does not work at all, all the lights on the router indicate it is working properly however my computer does not connect through it. it is a D-Link D-524.

D-Links use 192.168.0.1 At least the one I have does.
