print spooler/cannot print

OS: xp sp2 (or3?)
CPU/Ram: Pentium 4 2.66GHZ/512MB
Model/Manufacturer: Dell 4600/ Dell Dimension

I have two computers operating on a wireless network with computer #2 currently hard wired to the router. I cannot print from computer #2(Dell Dimension E510). When I try to utilize the printer from computer #2 it is unable to open the printer. Right clicking Properties on the printer returns the message that the properties cannot be displayed because the print spooler is not running. MSCONFIG returns that the print spooler is running and when I go to CMD>NET START it reports the print spooler as a started service.

Note: I thought that I upgraded to service pack3 last week but windows still shows sp2, so I'm not 1oo% sure which it is.

What is the next step to solving this problem?
