Ports on my PC appear to be blocked

Specs: Windows 7, E6600 / 4GB
On my home network I have two computers:
PC#1 - my main computer
PC#2 - my laptop

Each of these has Windows 7, Avast! Anti-Virus

Today I was working on a website on PC#1. When I attempted to upload the files via FTP, the connection failed repeatedly. When I went onto PC#2 it worked first time.
I also tried to launch World of Warcraft on PC#1, this failed. It worked first time on PC#2.
Websites work fine, so port 80 appears to be okay.
I have reset my router to factory settings, no help. ipconfig /release /renear /flushdns all made no difference.

Please help if you have any idea what could be causing this.

It sounds like a firewall issue. Disable all firewalls to test it.
