Pinging says dial-up connected, no OE or IE

Specs: Windows XP Home, 1.12 GHz /
Running XP Home. Start bar icon says I'm connected, as well as ping command verifying connect status. Modem dial tones present when dialing. ISP verifies connection info correct, but IE (ver.8) comes up saying unable to find any page, and Outlook Express gives code 0x800ccc0d (not connected) Help!! Windows firewall turned off, and disabled Norton antivirus to no avail. I have tried 2 separate laptops (both with XP) and both give the same results. My ISP is stumped, as well.
