You could have made a little more sense in your post, are you asking how they work, or what utilities are out there?

Pinging another computer or host means sending a packet to that host, and recieving it back. It's used to ensure connectivity, and troubleshoot slow connections. Traceroute is the the same, except hop information is included to show you the exact path that the packet is taking.

To ping in windows:
Open up a dos prompt.
Type: ping www.computing.net.

To traceroute in windows:
Dos prompt.
Type: tracert www.computing.net

There are a few programs that use the above utilities, and provide more features:

Well, traceroute's sole function is to SHOW you the path a packet takes to get to a destination. The actual path has been determined by your ISP's routers & other routers on the internet. (This path may be different at any given time due to downed or bogged routers.)Traceroute uses the ping utility to send icmp packets to every "hop" along the way.
