PC2 Reboots PC1 on home network

I recently set up a home network and then later found out that 1 of my PCs seem to have access over them all as far as resetting power.
If i reset my 'second' PC in my house, it reboots all the others on the network line. I am not very skilled at home networking and Ive gone over everything I think it could be.
At first I thought it was because the 2nd PC makes everyone login using a Username/Password to access its data and that caused the reboot of all other users when it restarted. But that wasn't the case.
Ive stumbled over myself here, and any help/knowledge would be extremely great.

Disconnect the second PC from the network, scan the computer with antivirus/anti-spyware program. You can do the same on other PCs as well. This approach can make sure the reboot was not caused by virus/worm/spyware..

It's always possible that the reboot could be caused by one of those things. However I am just assuming that its caused by the computer rebooting on the network. Every single time the 2nd computer reboots, this 1st computer goes through a reboot.
Someone suggested that I shut down the router and then plug my computer in first to the network... then the second after the first linked up.. and see if I got master overall.. I dont know how well that would work.
