i havent router so i have dsl cable from my neighbor router

i must have router to host server or not? if not how can i host the server ?
and when i try to enter "192.168.1.2" it says cant find server

You really shouldn't run any server over someone else's connection. The neighbor is nice enough to let you use it. Don't use all his bandwidth & don't get him in trouble.
