onboard network problems

I can't get my network card to instally. Origionally, the onboard network card was installed but it wouldnt ping. I got a 192. address but not ping and no webpages coming up under IE. I set the jumper cable on the motherboard to turn off LAN and installed a PCI D-LInk network card and it wont even detect it. I manually installed the card and the network card wont install. Network neighborhood won't even show up. why?

Hey, i got the second network card to detect by installing it into another PCI slot AND putting the LAN jumper in the "on" position on the motherboard. It detected the card and installed it. I proceeded to disable the onboard networking interface and used the PCI card for the network. I had to install a TCP/IP protocol for the PCI driver. I chose "disable WINS resolution". Internet still won't work. I tested all this crap on another cable line and same crap. I fear there's something wrong internally with the motherboard. I updated the flash BIOS too... AND the onboard network. ::throws computer against the wall really hard :::
