Why is my connection speed so slow? I don't understand this.. It always connects at 26.4 which is the slowest thing in the world.. I can't stand this anymore.. My modem is a rockwell/conexant 56k hcf modem.. Can someone help me?

A cable or DSL modem is usless without a cable or DSL feed and you would be suprised at just how many people do not have that option.
Did the modem always work at this speed or has it deteriated recently. It may be that your line quality is so low that that is all you are going to get. Have a word with your telephone company. Ask then to check the line.
You can try updating the drivers.

Nope.. Before it was higher.. And I tried everything.. Plus, there is no dsl available in my area.. And cable, it always disconnects for me for some reason.. I always complained.. This modem has no updates.. If I call my phone line company, would they be able to make it faster?

If it was faster previously it could be the line. Perhaps there was a break and it was repaired and the repair was not as good as it should be. Good enough for voice but too much loss for data.
It is possible to tweak the gain on a telephone line to improve data communications with a slight loss of quality on voice. Depends on your phone company if they will do this. British Telecom will if you talk to them nice.
I would update the drivers first and see if that improves matters, then speak to your phone company.

hi
Before when I had 56K conection. I was connect it with 33 or 26 speed only when I had phone line trouble(Static of line). If your phone have noise call your phone company to repair that defect.
If not call your ISP to get other phone number and try to connect with different number to see is situation change.

Hey titi, I just recently connected with a different number and it got up to 33.6.. The fastest in the last year or so.. lol.. My phoneline does not have static or whatever.. I checked..

Have you tried a diffrent phone jack?, try it, if its faster then lay some new wire. The phone company should be obligated to check there own lines. I know quest does it without charge for the lines going into your house, not your home lines. If it is a bad jack, you should replace it yourself, thru my telco its $100 to wire the stuid thing, i did it for 8 jacks and 600ft of wire for under $50
