Old HUAWEI Mobile Broadband block installation of new one

Specs: Windows 7 64x, 4GB
My HUAWEI Mobile Broadband recently stopped working. It's 4G and I've tried getting a new one. But when I try to install the new one nothing happens. Think it's because my Mobile Broadband didn't get fully uninstalled. I don't know what went wrong. I just went to the control panel and uninstalled the program. Thought it was gone, then I found it in devmgmt.msc. I've tried uninstalling and inactivating and restarting. Several times. Is there a removal tool for this? When i'ts plugged in it says undetected device and it works on other computers. Really need help. Would be much appreciated.

I will recommend this:

It scans the registry for any traces left by programs as well as uninstalling them. As the old program has been partially uninstalled, I suggest running Iobit Uninstaller to remove the new one, then running the installer for the old one, selecting a remove option if it has one. If not, install it if possible and remove it with Iobit Uninstaller after it has been sucessfully fully installed. This should leave you with no traces of any version and you can now install the new version
