Odd Slow Download Speeds

Alright I usually get 6,000 kb/s down and 500 kb/s up.
I am now getting this
200kb down and 500 kb up, my upload is normal and download is down horribly. Done on speedtest.net
I dont know what is causing the problem. My comp is running fast spyware free just internet is slow.
I have reset the modem plenty of times.
Ive heard it is possibly due too SP3? is that possible?
Hope someone out there has the solution for me thanks in advance.
