Odd connectivity problem

lately my friends computer stopped being able to connect to the internet, he called his isp and they ran him threw a bunch of stuff that dident fix the problem. His computer shows that his network is not connected, i tired swapping out his card for a new one, then trying a new pci slot, then checking for viruses/spywear, and then bringing it over to my place to trying it on my network that i know works. and still the same problem dose anyone have an idea what the problem might be?

It could be a tcpip setting or even firewall setting if the driver for the nic are properly installed. When the cable is connected, is there a green light lit on the nic? Disable the firewall and see if you can connect. If not, go to the command prompt and type in ipconfig/all then post those results.

try pinging 127.0.0.1, also make sure that he doesn't have a static DNS entry, check all of his tcp/ip properties.

i had disabled the firewall forgot to mention that, it shows that the nic drivers are proper. There is no green light/ any light activity on the back of any of the cards, ive tired: the Ip config reads as: primary dns suffix (blank) ip routing enabled (no) wins proxy enabled (no) media state (disconnected)
the ping to 127.0.0.1 works, all his tcp/ip settings are set to auto it still seems like the computer thinks that there is no net plug coming into it

No green light means no connection or "link" and is verified by your ipconfig info. It either is the cable, router or dsl/cable modem that the cable is plugging into.
