Not Enable Offline Files By Default

Specs: Microsoft Windows XP Professional, 2.802 GHz / 3007 MB
Whenever I join a domain, Offline Files are enabled by default. I don't want that, I want it disabled by default, so I looked into group policy but there is not way of turning off group policy, but instead disable it permanently so that users cannot enable it. I don't want that. I sometimes may want to use that. I want to by default, disable offline files, like leave the 'Enable Offline Files' unchecked.

How do I do that?

Go into Explorer, Offline Files, and uncheck the option for Enable Offline Files.

I have been doing that, but i have over a thousand to do this, so its inefficient to keep remote desktoping into those computers just to turn off file sharing by default. I am pretty sure there should be a login script or something that can do this by default.

No, I asked how to disable offline files 'by default'. Like when I join a computer to the domain, it doesn't 'by default', enable offline files. I don't want it to do that. How do I do that?
