I recently installed a network card in 2 of my PC's one running 98 se (which connects directly to the internet using a cable connection) and the other card in my other PC running XP Pro. After installing it initialy I could share files between the 2 computers, using Xp's home networking wizard. I then installed ICS after this I can use the internet (but sometimes doesn't seem to work), but now I can share files anymore, am I doing something wrong.

The problem that you have in countered is that you have configure bot computers as Internet server wich is wrong. You'll even recived error message with your Win98 computer when starting.

Making your computer with Windows XP as an Internet Server is the right choice of your two computers. Install your modem to the computer with Windows XP, make an Internet connection, and install ICS on it. That way your computer with winXp serves as Internet server and you computer with Win98 serves as Internet Client.
