Networking xp home and 98

OS: 98 and xp home
CPU/Ram: 2 different ones

I have 1 xp home computer with 2 network cards 1 using dsl the other for sharing files and internet. The win98 computer has just 1 network card. The xp computer shows the cat 5 crossover cable to the 98 computer is unplugged. The cable tested fine between two other computers. What could make the connection to the other computer show unplugged? If the second card isn't configured right will it not show up?
