networking xp and win 98 on 2pcs

i am trying to set up a network to use the internet with 2 pcs. one has win 98, and the other has Xp Home. the internet we have is dsl. We have a D-Link router and 2 nic cards, one in each pc. when i try to connect to the internet with my pc and dsl modem plugged thru the router, it wont connect, but when i plug my pc straight to the dsl modem, it works...also windows brings up the following error "There is an IP address conflict with another computer on the network" or something of that matter.
