I'm starting to get into networking a lot now and noticed that using ICS with windows isn't the greatest way to share the internet. So now I'm looking for another alternative to share the net that doesn't involve me using a firewall. I play way to many games to have one up it would be a pain. I was thinking of a switch, but then I would have to order a bunch of statics from my ISP. I'm looking for something more along the line of me splitting the internet with a Dynamic IP (cheaper to do) but without the cut back of using ICS and not having a firewall invlovled. By any chance though would it be possible to use ICS with multiple Ethernet cards so that I wouldn't get cheated on my upload and downloads?

Connecting to the Internet without a firewall is like playing Russian Roulette with only one empty chamber. It will only be a matter of time before a hacker finds you.
You need a router, which one depends on the way you connect to the Internet. You then configure the firewall to allow through what you want and block what you do not want, but don't disable it.
If what you were doing with ICS works then a router will do the same. ICS works as a router, only in software. A hardware router is faster and more efficient. ICS does not include a firewall anyway. That comes separate.
