Networking two PCs

Imagine two PCs. They both have Windows 2000. They both have Ethernet cards. They are both linked to a 5-port Ethernet hub via CAT 5 cabling.
They do not recognise each other. I have tried several approaches using the tools Windows 2000 has available.
There is a high possibility that I am doing something wrong. Could I get some help please? If possible could someone guide me through connecting these two PCs in the best way possible using what I have available? I need a guide to get them to 'see' each other.

Install TCP/IP on both of them. Give them both similar IP Addresses (ie: 199.198.0.4 and 199.198.0.5) both subnet mask of 255.255.255.0 both gateway of 199.198.0.1 make sure both have same workgroup name (ie WORKGROUP) VOILA, they should see each other. Share some files and folders and your done.
