WinXP's internal firewall is enabled by default upon setup; make sure it's either disabled or set to accept IP range 192.168.0.1 through 192.168.255.255 as "local" or "trusted".

The PC connected to the Internet needs 2 NICs installed; one to talk to your cable modem and the 2nd to talk to the client NIC. The client's TCP/IP should be set up as "Assign IP Address Automatically" and "Use DHCP Server for WINS resolution". Run your Internet Connection Wizard on the host machine and follow the instructions.
