I have two devices on my home network I am having problems with. One is an XBOX 360 and the other is a Roku soundbridge, both of which I use as music servers. The problem is, every time I turn these two devices on, I have to go to my computer, restart "Windows media player network sharing service" and then they work fine. Once I turn either device off, the next time I turn them on I have to go through the same procedure. It just gets to be a pain but at least they work. Is there a setting I need to change, or someone told me it has to do with "static or dynamic IP address" issues. Any help?

Go into their set ups and make sure they're using different IP Addresses. Normally you want devices like these to use fixed (static) IP aaddresses to make it easier to troubleshoot them remotely but if they're set for dynamic addressing the router will automatically assign them non-conflicting addresses.
