Heres how i have this set up using Remote and Routing with windows 2008, Wan (modem) --- Server with 2 nics --- Router with DHCP turned off so that I can use it as switch for right now --- Clients

It appears that the windows 2008 isnt issuing IP addresses to anything Clients, the switch nothing! and I think i have it set up correctly (as far as the server goes) and i know for a fact I have the router set up right to work as a switch.

This is how I do server 2008 setup Routing and Remote, right click, select nat, Select the internet connection, Select second nic to make the outgoing have internet, Enable basic name (i dont have active directory installed) (asking if the range is okay) Next (check to see if ICS is disabled.) it is. okay try to connect and nothing. I believe it works locally but not to the net.

From lan side server nic what is it connecting to on the router? Lan or wan port?

dhcp enabled and authorized on the server?
