Ok, here's what happening. I have a D-Link router and the problem is that when I am on the Windows98Se computer, I can't access the computer that has WindowsXPHome. It keeps telling me that I don't have permission to access it and sometimes the computer doesn't even show up in the Network Neighbourhood folder. When I'm on the WindowsXPHome computer, I don't have a problem accessing the folders that are shared on the Windows98Se computer. Both computers are on MSHome for the network and they are both connected to the router properly. Also, it worked fine a few weeks ago and we never did anything to any computer since. What is going on?
