Networking from one city to another

I am planning on setting up a client/server network, and was wondering if besides using a T1, what is the safe way to share resources on a file server from one location to another. Wanted to deploy Win2k server, and mapping drives, but don't want outside sources hacking in. Right now I am using a Win98 peer to peer network where as the other computers are accessing a resource on a file/proxy server with two NIC's (so that the other computers also can access the internet).
