Networking an Office Plaza/Complex

Specs: Windows 7
I have been put in charge of networking our office complex because I am the most tech savvy in the building. It in a new complex and we have now received the news that we will only be able to get one Internet drop for the building. There are 9 suites, all small (no more than 3 computers each) and the goal is to have each suite networked in such a way that it seems separate. If at all possible I would like to have it to where there is a wall port in the suite and the tenants could simply plug in a router and set up their own LAN (like normal). I need each suite to be unable to access the other. But be able to have their own equipment, networked. Any help or advice is appreciated.
