We are trying to network two computers in our office. The MAIN computer is unable to open documents on the SECONDARY computer, but the SECONDARY computer can access documents on the MAIN.
When I select any item in the Networking folder, the computer immediately stops responding, and says that the network is not available. However, it is available from Secondary to Main.
What haven't I set properly?

When you ran the Network Setup Wizard did you complete the process by creating the floppy and running nwsetup on the senond PC? If so, did you identify the resources to be shared. It appears you have a permision problem that is either due to incomplete wizard, sharing or firewall. Successful completion of the wizard should clear the problem.

The Network Setup Wizard won't complete - <duh, me>. When it says "Select a connection method", the 2nd option <This computer connects to the Internet through residential gateway or through another computer on my network> is pre-selected, but is incorrect. The MAIN computer is connected directly to the Internet.
I did disable Windows Firewall, thinking that might be the problem.
We have identified the resources to be shared on both computers.

In addition, we don't have a floppy drive on the MAIN computer.
Windows instructions says to insert XP CD and choose "Perform additional tasks". This selection never comes up after the CD is put into either computer.

Are both computers running Xp Home or XP Pro? if they are running the different OS that may cause this problem.
Please coorect me if I'm wrong.

You did not mention the internet in the description of your problem. Since it is relevant, You either need to add to your hardware with a router or set up your network as an Internet Sharing configuration. With no floppy, you must complete the Wizard successfully on both machines. Be precise in your option choice during the wizard process. You should not need the XP CD.
