Network User statistics program other than Squid Cache

Specs: Win7, P4 2,58 GHZ /2GB
From time to time there is a need to monitor users in the company that I work because the network is so sluggish that most of the people can't do anything online.
The cause is usually 2-3 people who use torrents.
The usual procedure is to use a Squid Cache analyzer to find out which IPs have downloaded large amounts of data, but someone told me that there are are other kinds of program to get similar results (some kind of sniffer maybe..).
So that's my question, could you name a few other programs who give me the same results, if any...

What's the problem with the Squid Cache analyzer?

The answer is to have a proper data usage policy that forbids this abuse and to enforce it rigorously.

Perhaps deal with the actual (suspected) cause of the slow downs? Block access to torrent sites for "all" users? I suggest "all" users so as not to appear to be "picking on" anyone in particular
