Network Strange Connectivity Issue

Hi,
My setup is like so;

Remote office connected to our datacentre via a layer 2 connection provided by an external company. From the Datacentre is where the users in the remote office route out to the internet via our BGP router, also to our exchange server, Domain Controller and SAN etc.. all via a 100Mbps layer 2 link.

We also have another office which is where I am located which also has a layer 2 link but only a 10Mbps link connecting for all the same resources ie Exchange, domain controller, SAN and internet access etc.

The issue that the users in the remote office (100Mbps link) are seeing, is that during office hours when users are pulling large files across from our SAN ie visio documents the time taken for this is seriously delyaed and is very painful for the users there to work with and they are also seeing the connection to Exchange drop, whereas in our office on the 10Mbps link we are not seeing any of these issue with more users in this office on the 10Mbps link.

My question, what is the best troubleshooting method's for issue's like this? I am not sure where to start and what tool's to use

We are blaming the Layer 2 link provider but they are telling us that they can test it but will charge us if it is found not to be an issue with their service.

How much will they charge? You might want to name them on a few posts asking if anyone else has the same problem or search google for problems with them.

Other than that, you could test your connection from there using www.bandwidthplace.com different times of day. I would also run TCPOptimizer.exe on some of the machines to see if the speed improves. It's free

Internet connectivity is fine the main problem is with Lan to Lan connectivity when pulling data across the link.

OK, but you still didn't answer the question about how much they would charge. It might be worth it.
