First off WHY in the world do you want both on your computer. I would suggest you get rid of microsoft ME ASAP!!! I have had so many problems with winME that i never bothered upgrading from win98.
However, this should not be the problem with your connection. I dont know what error 720 means, just because i am not THAT much of a geek. But you need to go through the internet connection wizard for WinXP.
I believe you can get there as follows
control panel
internet options
connetions tab
Setup...

The problem could also be with the ISP you are trying to connect to (ex MSN, AOL, Cox)
If you select all the right options in the wizard and it still does not work.

Move all your files you need to keep to a safe place (a second hard drive, CD, DVD, whatever)
Then place WinXP CD in the CD-ROM
Make sure that the system bios will load the CD-ROM drive first.
You will see a blue screen.
Follow directions to continue until you reach a screen that shows your main hard drive, the size, and the partition type.
Select it and hit D to delete it. It will ask you to confirm, go ahead. Now you will have to follow the directions it says at the bottom to create an active partition. Make sure you partition the hard drive as an NTFS partition and not a FAT32. You can choose quick or slow method, slow is just cleaner. ***NOTE THAT THIS PROCESS WILL DELETE EVERYTHING, SO DO NOT DELETE THE PARTITION UNLESS YOU HAVE BACKED UP EVERYTHING***
After that it will continue installation of WinXP on its own. Follow its directions to finish seting up WinXP, and select the options best suiting your Dial Up needs.
