Network problem - fibre link

On our school network we have moved our admin server running Win 2K to our
server room on the far side of the school that now contains all
our school servers. This is linked to our admin area by a fibre link.

Problem; the network runs very slow in our admin area which runs on a Dlink
100mb switch on the end of the fibre link

Symptoms;

At the server end of our fibre link one of admin workstations with 100mb nic
downloads a large test file by ftp in 15 secs

Plugged into the switch in our admin area the same file on the same workstation takes 52 secs

Plugged by crossover cable directly into the media converter on the admin
area end of the fibre link the file takes 22 secs again using the same workstation

Interestingly plugged into a 100mb hub plugged into switch in our admin area file
takes nearly 2 mins

Do I call out the fibre people or am I missing something?
