Network Places and FTP Connection.

When I click on open My Network Places and attempt to establish a new Network Place to an ftp site I get the error: The Network place could not be added because the following error has occured: The parameter is incorrect. You can only click 'OK'. I am logging into an NT domain(abc) as a standard user. I then logged in to same domain using administrator account which has full access. I get the same error. I then logged on to local machine instead of domain and had no problem creating network place. I then logged on to another mixed mode domain in our corporate network and had no problem making network place connection. I do not feel the error is a firewall issue as I have no problems on other domains but still have to go through same firewall. I have a feeling it is something in the NT policy settings but am not sure. I did not see anything in the shell restrictions that stood out. Anyone have any ideas? I am stumped.

Log onto the FTP site with Internet Explorer and it will be automatically added to My Network places.

I tried this on my domain as well as another and that did not add an entry into Network places...? I mean I can make the connection via IE but I should mention that the vendor needs there to be a network places entry in order for their product to work correctly. Again I am thinking this is a NT policy but just cannot find anything that sticks out.
