Hi, I just set up a home network and I want to know any good tools to measure my network performance. And also any advice or tips on how to improve my connection (like the network card settings) will be greatly appreciated. Thanks!

Try using DU metre. You can get it from someware like downloads.com
It allows you to keep an eye on speed amount of data transfere etc.
As for the second part. Speeding up you LAN settings is not something I would try. For two reasons. 1 Lan is fast to startwith you can't make it much faster unless you use linux or unix. 2 if you did you might not get any more speed and just might stuff it up altother.
