when we access internet or mail receiving is zero bit. then we disable and enable the lan card , network will work for few minute, again get the same problem

Do you have more than one NIC on that PC? If so, ensure there is nothing in the TCP/IP settings for the second one, and then disable it and see if the one you want to use doesn't behave properly after that.
