Network card is working properly

I copied the information off the card, and it is...
3Com EtherLink 10 PCI TPO NIC (3C900-TPO)
i downloaded the drivers from the 3coms website and installed them and it all seemed to go ok. Now i have to admit that i had a windows 2003 server PDC on the network at the time, but it had a different domain name. i have since removed server 2003 from the network. This NT4 server is also a PDC of a differnent domain.

However, i have not been able to make the network card work. The ping command works, but it cannot communicate with the hub. There is no light on the hub, and the hub is working.

In event viewer there is an error...

EventID : 115
Source : W3SVC
Type : Error

Description

The service could not bind instance 1. The data is the error code.

Do i need to reinstall the server all over again or is there a quicker fix. I did look in devices and services and i could not see anything called W3SVC.
