Network access is denied

Reinstalled WinXP a couple of weeks ago. The LAN was working fine until yesterday. Now I can see the other (win98) system ok, but if I try to delete a file on the other system or copy a file to the other system, I get the following message: Cannot delete file 'filename.ext': Network access is denied. Be sure that you have the correct Network permissions to perform the operation. I tried going through the 'Network Connection Wizard' but it didn't change anything. I don't know if this is related, but I can't access this (XP) system at all from the other (Win98) system. But the first problem is my main concern right now. Any suggestions would be greatly appreciated.
OK, well if your at your local machine and you are trying to delete over the network to another machine without having the permission of course you would get denied. If the file or drive is shared and you could map a drive and sign in as an administrator you would have the rights to delete pretty much any file and or change seetings; files. The administrator could also add your login name and grant you permissions also known as full control. hope that helped.

Thanks for your response David! Sorry, but I should have mentioned that this is a peer to peer network. I'm gonna format and reinstall WinXP.
I hate XP! I have nothing but trouble with it. But I'm forced to install it on this one system. I have very little trouble with Win98.
