I installed a Netgear WG311T wireless adapter. It connects to the net just fine and I can surf all I want. The problem is as soon as I restart, the PC freezes right before it enters the operating system. The only way I can get it to boot fine is to shutdown and take the PCI card out.

This sounds like a driver issue. Make sure you use the most recent driver available for your operating system. Go to the manufacturer's website to get the most recent one available.
