net speed slow

m using 64 kbps internet. i have distributed net connections into my area, i am using windows NT4 server , i have a 16 port surecom hub through which i have given 4 different outside lines, through CAT5 cable the problem is when i connect all of my 4 lines the internet speed start decreasing ping results starts showing request timed out, i have checked all of the 4 lines n found that by removing 1 of those 4 lines the net speed remains as normal, can i know what could be the cause of that line due to which my net speed affects? pls note that by removing that line only , the other 3 r working fine
