Seems pretty clear to me. No, you cannot send a file through net send. That command is used for sending messages via the messenger service. It is not used for file transfers.

To stop receiving "net send" messages, you need to stop the Windows Messenger service.
To do this, go to start->run, type "msconfig", click on the "services" tab, and clear the check in the box next to "messenger".
I don't know what port messenger uses. Google probably does though.
