If you are not logged into a domain and have no DNS , you can always add your computer and it's IP address to the hosts file. On XP it is located in C:\Windows\system32\drivers\etc

The proper file to update is the LMHosts file. Properly done it populates the netbios cache in memory and name resolution never touchs the wire to be resolved.
you use a hosts file for internet access.
