Why can't a cron job be used on the Linux box?

Your question is extremely vague at best.

What is the problem?

If the script is already on the Linux system, which I presume is the web server, why do you think you need to run anything on the Windows box?

Pardon me for being not clear with my requirement,
Actually some tests are run on windows machine and a cumulative summary is written in a text file(all this happns through java, automatically). now there is a linux machine where I am ftping this text file. there is a perl script to read data from this txt file and put it in a my Sql database(residing on linux machine).
Requirement is to automatically run this perl script as soon as the file is ftped on to the linux machine through my java program.

Please tell me a bit more about cron job so that i can proceed with my work.
